Step flashing works with successive shingle courses so water leaves the wall joint and returns to the roof surface. The wall-side protection also needs to direct water over that metal. A detached or wrongly connected piece can leave a path behind the covering.
The repair can involve opening shingles or adjacent wall material. The visible gap is only part of the work.

A split pipe boot opens a gap at the pipe. The replacement must join correctly to the covering around it. A valley concentrates flow between roof slopes, so damaged or unsuitable details there need a compatible water path.
Metal condition, fastening, overlap and surrounding material determine whether a local repair can be integrated. New metal alone does not correct deteriorated support.
Sound nearby material gives a localized repair somewhere reliable to connect. Brittle shingles, damaged decking or a larger wall problem can expand the work. The inspection should explain that boundary.
Temporary sealant can reduce exposure in some circumstances but should not be confused with rebuilding the finished flashing detail.

Explore the detailsNo. Flashing has to guide water back onto the roof covering through compatible overlaps and connections. Surface sealant does not by itself restore that arrangement.
The metal has to connect to the roof layers around it. Opening the surrounding covering can be necessary, and brittle or deteriorated material changes how much can be repaired.
